EU Machinery Regulation 2023/1230: What Robot Buyers Should Prepare For
The new European machinery rules start applying in January 2027 and change documentation duties.
What changes
Regulation (EU) 2023/1230 replaces the Machinery Directive 2006/42/EC and applies from 20 January 2027. It keeps the CE framework but sharpens requirements around digital documentation, software updates, and machinery that includes AI-enabled safety functions. Assemblies of machines are treated with more explicit rules than before.
| Area | Practical effect | Action |
|---|---|---|
| Technical file | Digital format accepted and expected | Digitise drawings and validation records |
| Software updates | Must not reduce safety | Document the update process |
| AI safety functions | Additional requirements | Assess data and validation evidence |
| Instructions | Clearer residual risk content | Review the manual, not just the certificate |
Who is the manufacturer
If you assemble a robot with a machine, you can become the manufacturer of the assembly and carry the conformity duties for the whole cell. That responsibility is frequently underestimated by end users who assume the robot's CE mark covers their installation.
This is a planning summary. Confirm detailed obligations with your compliance adviser or notified body before 2027.
