Clarifications versus Deviations
One is a question, the other is a change to your offer. Keep them apart.

How to handle deviations
- State them explicitly and early, with the reason and an alternative.
- Quantify the impact so the evaluation can compare fairly.
- Never bury a deviation in an assumption list.
Undisclosed deviations discovered after award are the most common source of dispute.
