Agree the ladder

| Steering group | Cost, change and priority decisions |
| Board | Contractual and partnership-level decisions |
Define the rules
- What value can each level approve without asking?
- What response time applies for each level?
- What happens if no decision is reached in that time?
Escalation is normal. What damages projects is escalation without agreed rules.
