When Clarification Answers Change the Scope

How to handle it

Common situations
- An answer that adds a device or interface nobody priced.
- An answer that changes acceptance criteria.
- An answer that contradicts an earlier answer.
Only written answers from the issuer change the requirement. Verbal comments at site visits do not.
