Reading Shortlist Announcements Critically
The shortlist tells you who the issuer considers credible.
What to look for
| Observation | What it suggests |

| Familiar names | Incumbent advantage in that sector |
| New entrants | A change in requirements or pricing pressure |
| Fewer bidders | Higher barriers or weak interest |
| Geographic mix | Local content or presence requirements |
| Absent specialists | A scope the market finds unattractive |
How to use it
- Compare the shortlist with previous rounds for the same customer.
- Note who was excluded and think about why.
- Adjust your own qualification strategy accordingly.
