Learning From Cancelled Procurements
A cancellation is data about the buyer, not just bad luck.
What to extract
| Pattern | What it suggests |
|---|---|
| Cancelled before bids | Specification or budget problems |
| Re-tendered with narrowed scope | Original requirement was unrealistic |
| Split into lots | Risk or budget management |
| Repeated cancellations | Funding or internal approval issues |
| Award after long delay | Approval bottlenecks |
How to respond
- Keep the relationship warm; the same team usually re-tenders.
- Request a debrief if you submitted.
- Adjust your bid/no-bid rule for that customer.
Cancellation information is often limited. Base conclusions on published notices only.
